P2P大额信贷业务转型迷途:无力转向消费金融 新浪基金曝光台:信披滞后虚假宣传,业绩长期低于同类产品,买基金被坑怎么办?点击【我要投诉】,新浪帮你曝光他们!   本报记者 陈植 实习记者 何晶晶 上海报道   “日子正变得越来越艰难。”一家P2P平台负责人王凯(化名)感慨。   去年初,为了扩充资本端,他所在P2P平台开始涉足融资租赁、商业保理、个人住房抵押类大额网贷业务,这类资产占比一度达整个借款规模的50%以上。   但近日相关部门发布《网络借贷信息中介机构业务活动管理暂行办法》(下称《办法》)后,大额P2P贷款业务失去合法地位。   《办法》规定:单一个体、自然人在同一平台上的借款上限为20万元,在多个平台的借款上限为100万元;单一组织、法人在同一平台的借款上限为100万元,在多个平台的借款上限是500万元。这意味着动辄贷款额度达千万的融资租赁、商业保理类业务,以及逾百万的个人房产抵押贷款等,都将被清理退出P2P市场。   “相关部门正在引导P2P平台,将业务重心转向相对小额的消费金融与普惠金融领域。”王凯认为。   但是,以往专注融资租赁、商业保理、个人住房抵押类P2P业务的平台,一方面缺乏消费场景推动消费金融业务增长,另一方面没有成熟的风控体系降低消费金融业务风险。   “现在不少平台都在观望,先看看那些涉足大额P2P贷款业务的平台如何转型,再决定自身是否跟随转型。”新联在线副总经理陈智诚接受21世纪经济报道记者采访时坦言。   他表示,不排除未来一段时间P2P行业出现新的洗牌潮,一些专注大额信贷P2P业务的平台很可能选择退出市场。   “也有的平台对监管部门抱有期望。”王凯透露,近日他从业内交流中了解到,有些平台正向当地互联网金融行业协会反映情况,希望协会能与监管部门沟通,针对融资租赁、供应链金融、商业保理等大额业务出台专门的监管细则,允许这些业务在第三方机构担保等风控保障下继续开展。   变通做法:联合放贷藏风险   王凯透露,《办法》出台后,有的平台开始寻找各种方式规避借款上限条款,维系大额贷款业务。   其中一项被业内采用较多的做法,就是多家P2P建立联合放贷业务模式。以个人房地产抵押类P2P贷款为例,一个借款人将市值200万房产进行抵押借款100万,可在5个平台分别发出20万的借款标的;若借款人以市值1000万房产进行抵押融资500万,平台可专门为其设立5个壳公司,在5个平台各发出100万的借款标的。   这种联合放贷模式表面上符合《办法》借款上限的规定,却暗藏法律风险。按现有法律规定,房产只能在一个借款标的进行抵押登记,即其他4个借款标的名义上为房产抵押贷款,但实质是个人信用贷款,一旦借款人出现兑付违约,相关投资者难以追溯被抵押房产进行赔付。   “相比借款上限的规定,相关部门对融资租赁、商业保理类大额P2P信贷业务还使出一记监管重拳,即明确P2P平台不得参与类资产证券化的债权转让。”一家P2P平台主管直言,这意味着平台无法再将融资租赁、商业保理合同设计成债权类产品,向个人投资者进行转让。   但个别P2P平台仔细研读《办法》条款后,发现了另一条操作空间,即先由第三方人士认购融资租赁、商业保理类P2P贷款产品,平台再以第三方人士的名义进行这类贷款产品的债权转让。   “但这一模式能否操作,仍存在争议,需相关部门给出具体意见。”上述P2P平台主管指出。   陈智诚告诉21世纪经济报道记者,这些变通模式都存在操作盲点,因此不少平台干脆选择观望。   在陈智诚看来,相比业务操作流程转型,投资者的流失可能更快来临。一方面,《办法》要求平台不得刚性兑付,一批寻求保本高收益的投资者将迅速撤离;另一方面,大额P2P业务面临退出市场,也将流失一批偏爱此类项目的投资者。   而一旦较多投资者提前赎回资金,很可能导致部分平台出现流动性风险。多位P2P业内人士坦言,这在某种程度上将加剧行业洗牌速度与平台跑路风险。   转型消费金融:缺风控能力   在多位P2P业内人士看来,《办法》也揭示了监管部门的意图:引导平台向小额的消费金融、普惠金融转型。   “不过,当前不少平台还没有向消费金融转型的勇气与魄力。”王凯直言。   “我们曾对消费金融发展模式做过调研,要将消费金融业务做大做强,有两个前提条件:一是要多做增量,不能只做存量,只有将规模越做越大,才能降低整体坏账率并摊薄经营成本,实现规模与利润增长的良性循环;二是必须要有成熟的风控体系,最大限度地杜绝欺诈风险,但这套风控体系的建立,不是一朝一夕能完成的。”他表示。   上述P2P平台主管也表示,此前他们曾投入300万自有资金,尝试开展基于汽车抵押贷款的消费金融业务,但这项业务逾期率超过50%,不少借款人财务状况较差,很多人以汽车抵押筹集的资金,用于偿还此前信用卡透支的欠款,而不是购物旅游等消费。   “维系现有的大额P2P信贷业务,与《办法》条款不符;转型消费金融业务,又缺乏足够的风控体系与消费场景整合空间,将来何去何从,我们只能走一步看一步。”王凯直言。   (编辑:马春园,邮箱:macy@@21jingji) 进入【新浪财经股吧】讨论相关的主题文章:
